That's the bottom gear in the picture, right. I'm no exert, and you should wait for someone who is but if it's only part of the lip, I can't see it hurting UNLESS it affect the rotation and you could get a vibration because it's not balanced anymore.

thx crewzin! it is just the outer plastic piece!! i cant imagine it throwing the motor out of balance. after all its a very small chip missing. i'll let my pops make the decision on what to do with it. if its junk ill replace it....

but since were on the subject... how would i go about extracting it off of the crank?? i still wanna change the crank seal on this one
(after all i never changed the one on my car)

I wold think you need some sort of puller but again, expert advice hopefully will come along. In the meantime, here's a couple things I found in a search.

You need to use a steering wheel puller, and three very long M6 x 1 bolts.
Coil bolts aren't long enough for most pullers. With correct puller, they come off easily.

Neon owners remove them with a chisel, and because of this procedure must replace them; There should be one in stock in NY, find it very hard to believe it couldn't be got in a day.

Please ensure you don't put it on backwards, it happens to smarter people than I.

use a super thin coating of grease. Guys can and do break them from being over-exuberant tightening them. I haven't had this problem.

I don't see balance as being the issue, that area is a guide to keep belt on front.
