Default Serp driving me nuts...

So being the good neighbor that I am, I tell the guy across the street I will help him replace his serp on a 2002 PT Cruiser.

Got to the belt just fine...upon looking in the tiny opening, the old belt was a little glazed, but tight and normal looking...slipped the old belt off, compared length...(new belt was just a smidge smaller)...threw the new belt on and VIOLA! The belt is WAY too loose. The car starts, makes no noise...but turning the steering wheel causes the loose belt to slip on the P/S pulley and P/S...I can't for the life of me figure out why. I got a good look at the tensioner while it was moved by someone else, and it appears to move full swing...the spring is heavy and the roller rolls perfectly...

I can't figure out where the issue is. I have checked, rechecked and triple checked that the grooves are all lined up and everything is ran properly.

Is there something I missed or should I assume the tensioner is bad and deal with all that mess>?

it's odd that the new belt was smaller than the old belt yet it's way looser.

Replace the serpentine belt adjuster--even if it looks good. What else could it be?

Sounds like it isn't "threaded" properly. Is there a sticker under the hood that shows how the belt should be installed?

NO, but here it is.

Once, in the dead of winter, a friggin chipmunk decided to rest on the belt .. threw it off and when I removed the splash shield a little chipmunk "hand" fell out. PITA replacing the belt at 20 degrees outside. I put it on wrong the first try and it was loose .. I had put it around the tensioner the wrong way .. mis reading the diagram because I was looking up from under the car and not straight on as in the diagram.
