What is this part circled in red, and why is it sweating? I cleaned it before taking a picture, but it was covered in black sutt that smelled like gasoline.

It's a little accumulator or something that's part of the fuel line.
They always leak
You'll need to buy new fuel line

It dampens pulses in the fuel system. It is replaced as an assembly with the fuel line to the rail. If it is leaking, replace it immediately...don't allow any leaking fuel in the engine compartment...fire hazard.

since that is all it does, could you not just replace it with a small piece of fuel injection hose? i mean, rather that purchasing a new fuel line, i would try bypassing it first. it would never fail again. spending $5 on hose and clamps vs buying a new fuel line with a part that is prone to start leaking gas seems like a no brainer to me.

IDK it may not be the best idea, but that's what i would do.

i like how they mount it practically right over the hot exhaust manifold. that's cute.

the '94-97' or so didn't have the thing, '98-'99 did, but on fuel rail.
'00 and up have it in same place as PT; used a '00 & up Neon line on my leaking PT ...

but please don't you do that.

If it wasn't needed, it wouldn't be there. The fuel line is just over $50 new at the dealer.

You could bypass it as rob suggests, but you run the risk of ruining the line that runs the length of the vehicle to the firewall. Plastic lines were not meant to be used with hose clamps.

I replaced the line on mine. Given the location, I wasn't willing to risk losing the vehicle to fire over a $50 part.

I'm surprised you even noticed that part 'sweating', back low on the firewall like it is. Glad you did not go looking for it with a lit match...
