Default 2002 PT Cruiser with 126,000 miles is making a whining noise. WHat is it?

My 2002 PT Cruiser is making this whining noise when I first start it and I let it warm up since the cold weather is on now. When I back out of the parking spot to leave for work, it makes the whine noise as I turn the car wheels. It does this when I turn to change streets going to work. In the warmer part of the day, it will do it sometimes when I turn. I do not have to turn it far for the noise to start. I have had someone tell me it is the power steering pump, the pulley, or tension thing. I have checked the fluids and they appear to be fine. I am not sure what it is or how to check it. I have had a water pump replaced about 3 years ago. THe timing belt and such was replaced then too.

Any help would be appreciated.

The noise you are hearing is from the power steering pump, but it would take some in-person diagnosis to determine whether it's the pump at fault, the rack, or something in between.

Is that the only possible thing that could be wrong?

Agree that it is most likely power steering - if the noise is low and "groaning" - it's the pump - higher-pitch "squeal" is the belt.
I am guessing it is the belt, because you say it does it more when cold - rubber is one of the very few things that shrink with temperature, so as the car warms up, the belt gets tighter and squeals less.
