Default Question regarding HVAC plumbing repairs

High all, quick question for you - any of you repaired and/or replaced the AC Suction hose that's mounted up top?

Here's the pic of it:

Now my question is this - since it's on the passenger side, and the lower end attaches just above the power steering, is there an easy way to access this hose? Or, will I have to pull the tire/wheel off and pull out the fender well liner to get to it? Looks like it might be a PITA, but I have to get it fixed. The compression point near where item 17 is shown has leaked, and it's dripping down onto the power steering belt causing it to squeal like a piggy...
