Does she use a coin-op car wash?.....And they do have a little rubber gasket around them;If it's worn, missing,or not seated correctly...It can get moisture inside.

No car wash ... Are you talking about a rubber gasket around where the bulb twists in or where the whole assembly snaps into car body ?

There should be a rubber gasket/seal around the lens of the tail light assembly, and there should be rubber gasket/seal around the actual 'bulb holder/socket' also.....Check those out see if there there, and also see if they're torn/cracked,or have started to harden.(like an old rubberband gets, you know?)......The 'reverse/back-up' lights are very prone to moisture due to their location on the rear bumper, and location of the 'weep-holes'.

It's common. The 01-05's had issues and it didn't get any better for the 06-09's. My daughter's 06 is doing it and I noticed the other day my 09 is doing it. The seal between the lens and the back just breaks.

I think the only change was a little 90 degree rubber tube/elbow,that's supposed to point down.....But,doesn't work much better than without it,and I've heard of people removing them with better results.

Actually there is more then just that. The way the sockets plug into the lights are different. So 01-05 won't work on 06 and up without some modifying.
