Default Power Steering Acting Up

I have 03' cruiser with turbo with power steering issues. Very hard steering unless you give gas then steering loosens up. Any ideas?

Have you checked the fluid level?

Did some checking on the Internet and yes, check the fluid level but if that's good, it won't tell you if there's trapped air in the system. There's a procedure for bleeding the system also, take a look at your serpentine belt. See if there's any signs of wear and tear.
