ok so here i go...
Fog Lights stay on (no #15 fuse) / Bought a MFS
Installed it (installed #15 fuse) / fog lights worked as designed
Took it for a test drive (just changed oil too)
NO BLINKERS / NO WIPERS
Check lights and headlights and fogs work.
Replaced NON Flashing Relay.
#15 fuse popped
Cant keep a fuse in there. I cant figure out what is the problem. It pops every time.

Sounds like you may have a short circuit somewhere; You should thoroughly check over the connectors & wiring to the MFS & fuse panel.
Pull the fuse panel, and look at the wiring from the backside....Look for any signs of 'burnt' wiring or connectors(signs of overheating).
Viewing the fuse block from the backside; The red arrow points to the tan/black wire at the center contact pin of the headlight relay, this wire goes to fuse #8 at the fuse block and exits as a pink/light green wire to pin #13 at the MFS.
The blue arrow points to fuse #8 wires.

About 99% say ALWAYS use Mopar replacement electrical components,1% say OEM has worked OK for them.........But,you are another to report having problems after replacing with OEM electrical part(Especially the MFS).
Mechanical parts are OK to replace with OEM,but some believe the problem with OEM replacements, are they are sometimes manufactured in less the 'clean room' conditions, which is NOT good at all for electronic components(Even a speck of dust on a circuitboard can cause BIG problems sometimes!)
