How did you determine "NO CODES"? I trust it was with a Diagnostic Scan tool at your OBDII diagnostic port. And that you also checked the I/M?

If not and you used , say the key dance, than lets try this again, what codes did you get?

Surging is part of the emission monitoring system within the PCM, You should be seeing a DTC? If not than you have a sensor or multiple sensors that are at their sensible limit which would not activate a DTC. IMO you may consider doing a spark plug reading at load with ignition shut off. That is unless you have a way to do a DATA log the operating systems during the event of surging?

You back pressure is not an issue even if you removed the resonator with what you describe your mods are to your PT. Now if you said a mandrel 3 inch full exhaust than maybe we could talk about loss of bottom end but still not surging?

May I recommend to try to resist the attempts in the future of key dance DTC access for the troubles you are having.

My guess is the ignition coil. Do you ever see a check engine light at all? An active misfire will be caught by the PCM and won't store a code, it'll just flash the CEL at you and then disappear.
