Timing tensioner bracket question

Default Timing tensioner bracket question

Hey Cruisers, I have my mounts off because of the po's lack of tightening skills and about to put the belt back on but noticed the tensioner mounting hole is oblonged ( because of the aforementioned issue - and the upper t-srut was completely broken away ). Is there supposed to be a spacer in this hole or is this normally oblonged? I just spent a few days fishing out a broken bottom mount bolt and the one that went into this tensioner hole came out bent. I haven't done a PT belt before so not sure if I'm looking at a normal part or something damaged. I did note that the left bolt hole in the casting has a spacer and thus wondered if one belongs here as well tks Bart

From the black paint on the inside surface edges of the hole. I would say that it was made that way.
