Default What does this wire in wheel well do?

Hey guys, I am midway through replacing my Power steering pump and I have just gotten the passenger side wheel off. I noticed that this wire is cut and it looks like it might have been for a little while but don't hold me to that assessment.

Can anyone give me any insight into what this does?

could it be the wheel speed sensor or just a ground strap?

Yes I agree, and that white stuff is salt. Wash that off as often as you can down underneath.
