Default Timing Belt Wobble. Need Help!

Hey guys I've got a problem with a recently replaced timing belt. For some reason it wants to track in and out when running. I have repositioned the belt numerous times but it keeps going back to the same spot moving in and out almost immediately when started. 2007 non turbo pt cruiser.

Is the center bolt tight on the adjuster?

The bolt is tight and I didn't take the cam pulleys off. I did the feeler gauge thing behind the crank pulley to ensure it was going back the same. Is it possible that the belt is warped from the manufacturer?

Going back and forth is a bit strange. Does any of the idlers or other pulleys seem to wobble? What brand?
