Default 02 base starting, running issue

Hello again all...i want to start from the beginning. I purchased a 02 for my son. I knew it had serious issues (bought it dirt cheap)...it had been overheated several times, so heres what all i have done...pulled head and resurfaced (it was warped a little from overheating) new t-belt,water pump, tensioner, new cam pos sensor, plugs, wires, coil, heater core, oil pressure sender, fuel pump,IAC,power steering hose, all new mounts, and some other stuff not realated to a running issue....here is the issue...car is extremely hard to start when cold, and it runs like crap when it does start (rough idle, random misfire code)...I have had the t-belt off 4 times and i am 99% sure its in time...i have checked all wiring, all vac hoses...tried 2 different brand plugs (autolite and champions)...fuel pressure is good..it was a little low but new pump took care of that...oh yes i also put in all 4 new injectors. Now i know im crazy for spending this much time and money on this little car, but its a principal thing now....i have to fix it....only thing i havnt changed or cleaned is the crank pos sensor, or o2 sensors only because i have never got a CEL code for them. The compression is low (2 @90psi, 1 @120 and 1@140)....i have almost decided it needs rings, but my gut says no...PLEASE throw questions and suggestions....by the way, i know the engine is a reman because its got .030 pistons in it...i just dont know how many miles are on it, car shows 160,000....HELP!!!!!

When it's idling, spray starting fluid along intake manifold seams - if idle gets better, you need to replace intake manifold gaskets.

and heres a weird thing...when you first start it...it sounds like a diesel...clatters, but not like loose rocker arms...as is warms up, it gets quiet. I wonder if the machine shop cut the head too much, and the valves are kissing the pistons...sounds kinda like that

Check wiring for Crank pos sensor - it can rub on axle, cause grief and not set a trouble code.

i do know that i may have made a mistake by telling the machine shop to mill the head. Shop guy said the head had already been milled almost to the limit, but he felt like it would be ok....i think it ended up being .003-.004 beyond the limit....
