Default Cooling fan/Fuse/relay diagnostics

I recently have replaced the timing belt and I was excited as all hell to get on the road! Everything was fine until about ten miles down the road. The fan does not turn on and I cannot find a solution to test the relays and the fan. I have a very limited budget so its been stressful. Can someone give me s step by step process on testing the relays and the fan?? Thanks

Did it over heat? You may have air trapped in the cooling system.
The cooling fan doesn't need to run if your driving at 40 mph, there is enough air going through radiator to cool it providing
the t-stat and radiator cap are working properly and fluid level is full .
More likely fan motor at 100,000 miles
Check voltage at fan connection and also check connector for discoloration around connection pins. You could have
proper voltage but no connection between pins.
You can switch relays to check.
The radiator cooling fan is a two speed fan, low for engine cooling
and high for AC condensing cooling. The high speed fan should come on if you turn the AC on.
My low speed starts to cycle on and off when the temperature gauge is at the 1/4 mark. Low speed usually stops working first when fan motor is going or is bad..
Turn on the AC and the High speed should come on.
As the brushes wear the fan become unreliable, sometimes it will work and sometimes not. Check Rockauto.com for price , turbo and NA are different.
To check if the fan is running I just put my hand between the intake manifold and the back of the fan, you can feel the air blowing or not.

We need more information on your PT Cruiser.
What year is your PT Cruiser? The electronic circuits are different between the first generation and the second generation PT Cruisers.
Were the radiator fans working before you replaced the timing belt?
