P0507 (Fast Idle) in '05 PT

Default P0507 (Fast Idle) in '05 PT

I've been getting P0507 on and off since I bought this car a year or two ago, and how often it comes on seems to depend on the temperature outside (tends to come on more when it's warm out.) I put a hand vacuum pump on the various hose connections to the intake manifold (PCV, brake booster, yadda yadda) and they all seem to hold pressure well.

I've got new gaskets from the head to the lower manifold, lower-to-upper manifold gaskets, and throttle body gasket. I cleaned up the throttle body with some brake cleaner and it's nice and shiny now. IACV is new. New PCV valve and hose.

My question is: What is a naturally-aspirated 2.4L + auto PT supposed to idle at? Mine seems to idle at 1,000 RPM, but if I let it sit in Park with the engine running, it will sit there and (probably about once a second) jump from 1000 to 1100-1200, then back down, then back up, ad nauseum. This is kinda boggling me! Any ideas from experienced PT mechanics?
