Default Horn silent after following various "fixes"

I have just taken possession of a 2003 Limited edition Cruiser with 141000 KM on it. Runs OK but few electrical problems. Cruise stopped working although icon shows on dash, fog lights wont turn off ( fuse pulled) and Horn doesn't speak. I pulled horn and it works on bench, the fuse is OK, I can hear the relay activate when I push the steering wheel pad, I took the ground off the battery and did a continuity check between the cable and ground (green wire ?) on horn plug,. no continuity. I wired a grounding wire between steering column and bracket as suggested by another thread, didn't work. I'm not sure how system works , relays, switches etc...so have no clue what to do next. Any suggestions.

i would suggest checking the clock spring if your airbag light is also on.

This is from the Haynes manual, maybe it will help.

It's not that difficult of a job. The one thing you want to remember is to disconnect the battery and give it a few minutes before beginning the job. That way, the air bag capacitor has time to discharge and won't blow out on you.
