Default EGR

One of my Cruisers, a 2002 base model, keeps melting and blowing off the rear EGR hose. Today I started it up to check for vacuum problems and found hot exhaust coming from the rear EGR port at idle. Is this normal?

Just to clarify, the exhaust is coming out of the rear EGR port that the rubber hose connects to the transducer. I found through a search that it's called a "backpressure hose". Also found some suggestion that my cat converter may be clogged and could have blown the EGR. The car sounds and runs fine at idle, but stumbles and has no power on the road. Since exhaust is coming out this port at idle, does that mean the EGR is blown?

I'd disconnect the exhaust from the down pipe and see how it runs. The suggestion of a clogged cat con sounds legitimate to me. BUT, I'm not a mechanic and never claimed to be.
