April of 2016 I replaced my PCM, SKREEM, and ignition key ( ebay purchase) because of a no crank, no start. No programming changes were done,of course the key doesn't work in the door to unlock it, I can use the FOB. Upon installation I noticed the fuel gauge would be full or (ding ding) empty and the engine light would come with a P0463. ( I thought it was the PCM because it worked prior)

Just last week all the right front lights failed to work, and I notice when I turned the right turn signal lights to on right side of the cluster would go dim, checked the right front bulbs, they were all good. I had 12 volts to chassis ground but none to the harness wire for lights and the fuel gauge. I re-did the grounds, cut them off to clean copper, soldered all the smaller wires 2 at a time to new eyelets and grounded them to the original bolt on the left fender with little results.

I was able to repair everything by cutting the harness grounds leaving several inches of pigtail from the lights wiring connector and running new ground wires to the chassis close to the lights. Same with the gas tank fuel level sensor.
The dimming instrument cluster was not touched but it stays bright after repairing the bad ground to the turn signal.
Note: before the repair the right front turn signal would sometimes work for several pulses then stop and the cluster would act like a burned out bulb by doubling the flash rate.

Grounding problems have shown to be a major problem with the PT and especially with the 2nd generation PT's. It's also a major PITA to diagnose. Glad you got it all sorted out.

P0463 - Fuel Level Sensor High Input

Possible Causes:
1. Fuel level sending unit signal circuit is open or is shorted to battery voltage
2. Fuel level Sensor ground circuit is open
3. Fuel level Sensor is damaged or the fuel tank is damaged
4. Instrument cluster is faulty
5. BCM or PCM has failed.

Great electrical diagnosis work JoeX!
This will help other members in the future to look for a bad ground.
