Welcome to the forum.
Did you do a search for your problem?
Your doors are unlocked when you do this right?
It won't open if all the doors are locked and you push the rubber touch pad.

Has it ever worked before or is this car new to you?

The rubber touchpad closes a switch which releases the hatch. They do wear out and if it did on your car, you can either replace it with an OEM switch or get a push button switch for a couple of bucks and replace it (again, shown in the forums with a search).

I have wondered this, too, as the touch pad on my '05 just bit the dust recently. Luckily I can still open the hatch up with a key, but that can get a little inconvenient sometimes. I have my owner's manual but nothing stating about replacement of the touch pad.

You can replace the touch pad, but it only if you replace the entire Chrysler Emblem...it is all 1 piece.
That's why it's just easier to use a push button to bypass it.
rckstein and thecabinguy like this.

I read on here before that the hatch release may not be working due to a bad ground. A good indicator would be if you have a third brake light that is also not working. Just a thought.

Unfortunately, the 2nd gen PT's (mine is an 09 also) don't have a key access for the rear hatch (must have saved Chrysler at least $10 in the cost of the car ).

Do a google search "PT cruiser trunk release" and you'll see lots of threads. It may be as simple as a loose connector or as "complicated" as a worn out or bad switch that needs to be replaced ($) or bypassed with your own $3 pushbutton switch. Here's a good thread.
