Montanez, the fogs are not supposed to come on with the brights. None of my cars with factory equiped fogs will come on with brights on. It maybe some thinking like "the brights are enough", or some such logic. I'm sure you could rewire them to come on if you wanted.

I've got a 2001 PT Cruiser with 89,000 miles. The fog lamp switch on the stalk croaked after about 50,000 miles.

In many states it is illegal to have more than 4 driving/headlights on at the same time. Therefore, DCX turns the fog's off when the brights turn on.

Are you getting the indicating light in the instrument cluster. Should be a green on its side cap with rays coming off it. Were they working at all, since I assume you just purchased the car. The stalk comes out easy maybe you just have to check the plug in.
