Default Motor won't crank

Newbie looking for advice. I just got a 2007 pt base convertible with 2.4 auto. I received the car non running and don't have a lot of info on it. The previous owner told me he had a new key cut for it but never got it to crank(which is how I acquired the car cheaply) the battery and cables looked horrid so I pulled the batt and hooked my suburban up to it with jumper cables. I got the dash cluster to light up and got a "no bus" message and a constantly flashing security light. I tried the key dance and couldn't get any codes to come up. The power windows do not work but I can get gauge light on, radio lights up, and the power top will function. I know the ecm goes bad in these pretty regularly. I'm wondering where to start. Is the skim feature holding me back, is the key programmed correctly. I'm hoping to borrow a scan tool tomorrow and see if I can find some codes to give me more insight but I will take all the advice I can, thank you in advance!

i suggest to get alldata for your model. use the scantool and troubleshoot down to a component or circuit level, and eliminate possible causes.

If the key you got with the car isn't an original key, then that's most likely a big part of the problem. Walmart key that is more of a valet key. Repeatedly trying to start it with that probably activated the security system and now you're locked out.

Is that a dealer issue to have the key reprogrammed or can a locksmith do that? Is there anyway to bypass the SKIM feature?

Yes, however it has to be de-programmed from the computer. The computer will have to sent in for special work. It's similar to how the porsche systems have their security systems removed for racing.
