Default 2003 PT Cruiser GT Idles High then Low then High

Hi all :-)
I just got done rebuilding the motor on my 2003 PT Cruiser GT (Turbo) and when I start the car the idel shoots up then low, then high and low and it keeps doing it.

Any idea what's causing it?

Vacuum leak or throttle body slightly open. Vacuum lines near the turbo are sometimes forgotten, and the upper to lower intakes can often leak after a rushed repair.

Car tries to lower the idle with timing since it can't with air, and that's the high low you hear
