TIPM not sending ground signal for High Speed Fan

Default TIPM not sending ground signal for High Speed Fan

Wondering if someone can shed light on this TIPM module and how it relates to the PCM.
A little back ground. 2007 PT Cruiser, 2.4 non-turbo, manual 5 speed ,109
k mileage.
Bought the car for my sister but as usual there were problems. I was told by the lady I bought the car from the A/C had leak had lost all of the Freon. I got the gauges out along with vacuum pump and recharged the system. during this the high side pressure goes off the gauge. I stopped and check and realized that the fan is not coming on. I proceed to check the fan system out and check fan motor, relays and wiring back to PDC and TIPM.
This is where I get lost. The two blue wires coming back from the relays appear to be the ground circuit for the relays. if I remember correctly one wire is Dark Blue /w Green and the Second is Dark Blue /w Pink tracer stripe on them. just to speed this up a little the Dark Blue /w Pink is the wire in question.
This wire comes back to the PDC and terminates in a plug that connect as best I can tell into the TIPM. what ever controls this device is allowing it to ground so the relay will activate. I have taken a jumper lead and ground this wire and the fan run perfect. Just don't know where to go from here.

Check all your grounds on the inside of the left fender.
If theylook good look again.

With the engine cold, starting the engine, turning the A/C on, does the radiator fan come on automatically? If not does the radiator fan come on when the engine reaches normal temperature?

Have you manually applied 12 volts to the low speed and high speed on the radiator fan to verify it is working properly or have you applied 12 volts to the low and high speed relay to verify the fan is working properly?

If the radiator fan circuit is working properly I would suggest checking the A/C pressure switch. The PCM monitors the AC pressure through a pressure sensor in the AC and when the PCM sees pressure build in the AC it turns on the radiator fan.
