Thanks for all the help guys. Lowering it is possible, but I dont know if I want to do it because i bottom out so much on my exhaust tip already. I guess i forgot about those kinds of things, and I actually have been wanting some strut bars. I have also been wanting the pads and rotors, but i dont think my dad will go for that. (im not sure why)

Give dad the "I'll be safer on the road" speech about the pads and rotors.

You might get away with pads (less dust, better braking) but a lot of people don't like the slight scraping sound slotted rotors makes (some can't hear it while inside their cars, but bystanders notice it) or they question cross-drilled rotors long term durability (cracking or falling apart due to heat stress). So hi-performance rotors (except for the plain ones) can be a hard sell to many people, especially if the stock rotors aren't worn out yet or need to be replaced.

I tried two different types of headers on my previous n/a pt cruiser. The Hedman 4-2-1 "tri-y" headers had problems with broken welds (I tried two different sets). They didn't seem to help the performance much either. Then I tried JBA 4-1 with excellent success. They improved high RPM performance. Not huge, but you could feel it. Mine was the titanium coated model.

One of the biggest performance mods you can make on the pt is free. Try removing the rear seats and you won't believe the improvement.

I removed my seats and didn't feel a thing.[:I] Of course, the 250 lbs worth of dogs back there might have something to do with it!

I am getting headers because the only thing im interested in for christmas is car parts, and ive already got the k&n fipk covered. An air bag suspension was the firt to come to mind, but that idea was rejected by my father, the owner of the car. I then compromised for headers. I also already have a muffler. What would be a good alternative?
Id lower it, put on a strut bar, or get the bumpers painted. I doubt the HP increase of the headers would be a huge difference for you...but the strut bar...its totally worth it.

Have to agree with Sci-Fi, Installed my BTG tower strut bar last weekend & it is phenomenal. I was a skeptic before.

I cant really remove the rear seats because I have the most practical car for transportation, so i usually have someone back there. Painting the bumpers is a good idea. How much would that cost? I think there is something wrong with my existing pads or rotors. When im braking decently hard, it seems like the rotor is stronger on one section, and when it hits that section it brakes harder, and then softer and its pretty uncomfortable. I think ive made up my mind with the strut bar. Ill go with it. thanks guys

Do you lose small animals in that exhaust tip?
