At the track here in Albuq (5000ft) the other night, I raced my wifes GT H.O. Turbo Cruiser with my 99 Accord V6 (one in my sig). I have only had the car for about a year and have done the bolt-ons. Headers, pullies, exhaust, intake, plugs, oh and a 75shot of giggly. I ran a 15.6 while her first time at the track with a stock engine runs a best of 15.7. WHATS UP WITH THAT!?! That is the point where I developed much respect for this 2.4 engine. So I had to one up her and order my SRT-4 (well, doing it tommorrow). Dealer told me 4-6 weeks. Is that about right?

If they are ordering and there are no SRT-4's nearby for your dealer to trade or buy from another dealer, the wait is usually 6-8 weeks. There are several delays in production for certain options noted at this time:
(MLK) White rear fascia on hold TBD PLZX41 RHD RT model on hold TBD (ARL) Kicker/SRT Audio System Job #1 is 12/1/03

Should add that there are rumors of a new engine due in the next year or 2 as well as a Neon redesign. Here is an excerpt from AllPar:
The Neon will be replaced by a new model which will combine Neon and Mitsubishi Lancer designs. It will have substantial engineering and input from Chrysler (though Chrysler itself only says that it will "style" the Neon, and that Mitsubishi will "engineer" it - on the other hand, we've heard that a number of Chrysler Small Car Platform engineers are working with Mitsubishi, making them officially "Mitsubishi engineers!"). The 2.0 engine will be eliminated, and a new engine, initially developed by Hyundai but kibbitzed by Chrysler, Mitsubishi, and Mercedes, will be used. This engine is reportedly far superior to the 2.0 and 2.4, with very modern technologies and direct injection; it takes to a turbocharger like a duck takes to water. It will be made in Michigan. Further out are rumors of a larger, Chrysler-designed engine in a special high-performance version. Either way, it is said to be in line for a much more plush interior. The next-generation Mitsubishi Evo will indeed make it to the US, with American designers working on the two-door version and Japanese designers on the four-door. Chrysler teams have been helping Mitsubishi to make the Evo a better rally car, and the two-door in particular will benefit from Chrysler's excellent ACR experience. Meanwhile, the SRT is in production - 5,000 units worth in 2003. We would hope that, at the least, the 2.4 liter engine would make its way under the hood of the Neon R/T (which may simply be replaced by the SRT).

The yellow must be a 2003. That color was discontinued in 2004. They added the electric blue.

There are some 2004 Yellows kicking around as I have seen one here in Canada, at the Mopar facility in Mississauga.

Nope, the Solar Yellow one here is a 2004.It has the BFG tires and not the Michelins for one thing, plus the price is higher, plus it says 2004 on the sticker.
