Only 21 degrees at 3000 RPM? I realize you need to pull out timing when boosting, but that seems like a lot. Okay, did a quick search and found this.

It says "Timing Retard: There were no significant differences in power between 0 and .5 degrees of retard per pound of boost. There was also no significant difference found between .5 and 1.5 degrees of retard. But the difference was obvious between 0 and 1-1.5 degrees of retard."
If you were boosting to about 10 PSI, that would mean somewhere around 31 degrees (1 to 1), so I guess this looks okay, given the head is a fast burn design (less need for timing). Would be interesting to see load/timing/throttle #s....
I bet there are SRT guys that could quote chapter and verse on this stuff.....
