I was reading on on of the srt4 site that one of the members put a spring on the wastegate actuator arm this helped to holle the high stock boost levels for a longer period. Now knowing that the spring in our stock WG is very week inside this causes it to start opening with oly 4 PSI. I can see how this would work but would this cause addition turbo lag?

No, turbo lag is not a function of the wastegate. It is more a function of turbo size and intake volume. You better have a good selection of springs and be willing to do a lot of experimentation to use this method of controlling boost. With the wrong spring you could easily blow an engine. Better to do as others here have done and use a bleed valve to control it. Check out the posts on the subject.
