Check the blend door vacuum solenoid as I indicated. You can find much more about it in the service manual I sent you a link to.

Another issue that can cause your problem is a stopped up heater core. I had this happen on my Dodge Quad cab. The solution was just to take the heater hoses loose and back-flush the core. But check the vacuum solenoid first to assure it's working.

The heater core is plumbed to operate at full flow all the time, coolant wise.
However, it is a parallel flow with block and head circulation.
If your heater core has become partially obstructed coolant flow will be reduced substantially and with that complication heater output is compromised.
Because the heater core's flow is in parallel any core blockage results in the circulating coolant taking the path of least resistance - which would be through the engine passages instead.

Flushing the system without isolating the heater core is no guarantee the core is free flowing.

If you did not disconnect the hose(s) to the heater and flush the core directly, the core could very well be obstructed.
