Noisy steering

We have a 2001 PT Cruiser that has had periodic problems with noisy steering
since we bought it (years ago). This problem has been worked on, and assumed resolved, several times, including visits to dealerships. Basically, the power steering system is losing fluid, and when low, the steering "whines" when in a turn (both left and right). The power steering pump has been replaced. Cold weather seems to allow some component to expand, allowing air to get into the system, which causes the fluid to burp back out the fill reservoir. This does not happen when the weather is warm. I have topped off the system several times, it is fine until the weather gets cold (we live in the upper midwest). When cold weather sets in, the system appears to draw air somewhere, causing the overflow. Once the engine is heated up, this all stops, but the fluid level has been reduced, so more fluid is required, etc. The mechanic now working on the car thinks it may be drawing air via the rack - he has contacted a dealer, plus looked for any bulletins, specs, etc. available
but found nothing as yet. Anyone familiar with this problem? Thanks...
