Default heavy steering

my pts been givig me heavy steering whilst in low revs its a 2001 classic model with 70,000 miles i've replaced the pump the rack and topped up the fluids its better but still not right any ideas please?????

tried that tyres are BULGING it dont seem to be that kind of problem though there is a definate problem in lower revs im now thinking power steering sensor??? I really am stumped

tryed the new sensor/valve no luck same problem any other ideas out there??? BTW this has all been done by a qualified mechanic (not a cowboy) and hes also stumpped
