I just had my front brakes redone. The rotors were turned and resurfaced, and I installed new ceramic pads. When I brake, I hear this sort of whine that sounds like a motor spinning down (a whirring sound).
Is this normal with ceramic pads?

There's an anti-rattle metal piece that could have been left off or even put back wrong. But I agree with Hooligan. Take it back and let them fix it.

Bedding brakes requires making several abrupt stops from about 60 MPH to about 10 MPH, but not to a full stop. Some ceramic brake instructions call for four repeated stops. I can truthfully say that brakes take a while to break in, and that the bedding really helps. Does the whine happen all the time? Does it only whine when you are using the brakes? Does the whine go away when you give the brakes more pressure? (That can indicate that the pads are vibrating and might benefit from pad adhesive that sticks them to the caliper.) Was the previous set of brakes ceramic?

Havent had a chance to take it back yet so I dont know how they were bedded. Should they replace these pads? I have usually had good work done here but I dont know... I have never heard my brakes whine before.

I have put 3 set of ceramic pad on 3 different PT's. I have NEVER had to "Bed" them in. They didn't whine and I just used the brakes as normal. Never had a problem as they "dust" much much less than OEM's. Never heard of "bedding" in brakes other than the normal composition ones.
