metal piece hanging from undercarriage

Default metal piece hanging from undercarriage

Can someone please help me out and tell me what is the metal piece that hangs from under my 01 cruiser that's near the front passenger tire? I have heard some odd scraping noise while driving today.

I have seen the piece under my car before but it is hanging lower than usual...
