Default Sticky Caliper?

Have just replaced the rotors and front brake pads on my '03 PT Cruiser. In the morning, after the car has sat all night in the cold, it is almost like I don't have any brakes. When I try to stop short, I get a weaving sensation, like only one side is working and the other isn't. After about 20 minutes, once the car is nice and warm, then the brakes work like they should. Could one of my calipers be frozen? Is this possible? Any other ideas?

Where do you live, does it get cold enough to freeze the caliper?

I live in Orange County, NY. Nighttime temps are now between 25-35 degrees fanrenheit. Daytime temps are in the 50's. There is frost on the car in the morning. I leave the house around 6:45 am, which is just after sunrise.
