Default Brakes, rotors and suspension

I'm looking into replacing the brakes, rotors, rear shocks on my wifes 2001 PT limited with 60,000 miles. What type of rotor is recommended for a place like Idaho where it snows and there is alot of salt put down in the winter? I was thinking of doing the MONROE 5989 or the KYB 343385 GR-2 / Excel-G shocks. Is it worth replacing the front struts at the same time since I'm going to be working on the car, or should I wait until they get worse? I was looking at MONROE 21715925989 to do struts and shocks. Any advice?

I'm in Massachusetts where we get snow and salt is put down and have the general powerstop rotors and pads (don't remember the number). I also had monroe quick struts installed in the front and the same monroe shocks you listed in my rear. I replaced them at the same time because they all needed to be done at the same time, but I'd say it's up to you if you want to replace the front struts as well. All of these parts have held up very well. I've had them on about 40K miles.

I have Excel gas shocks on all corners and the ride is very responsive, and i also have a full urethane bushing kit.
