I believe what you are saying is that you are smacking the TIPM under the hood on your 2008 PT Cruiser. Your horn control circuit to the solid state horn relay might be shorted to ground. The TIPM has a solid state relay for the horn.

1. Check terminal 65 in tipm for continuity to ground indicates:
A. Wiring harness shorted to ground.
B. Find the short and repair as necessary

I think you are on to something, ptcruizersteve. The fuse box (aka TIMP) seems loose / not tightly mounted. The harness connections, as it ties into the TIMP, could have a loose connection or like you say a module on the board could be the issue. I am disconnecting the horn in the inner wheel well just to get it to the shop. I will post the resolution when they figure it out.

I would suggest that if they recommend you replace the TIPM you might want to consider having your own TIPM repaired. There has been many posts on how new TIPM have been defective or not working correctly. Post back what the repair shop finds.

On second generation PT Cruisers there is a wiring harness that runs over a sharp metal bracket ( it may be part of the driver side motor mount) Not really sure what is in the harness but mine was very snug over the edge. I put a piece of rubber under the harness as insulation to try to avoid future problems.
You might want to examine yours.
